Provisional Trade Regulations
Statement of reasons
The defense of the homeland against the delirious enemy that, in its
rage, wanted to devastate this heroic city has not prevented the Excellence
Mr. Protector from continuing the works to be the basis of its prosperity.
The advantages of its port, its easy communication with Asia, and the
concurrence of Europe seeking its precious results, are going to make it
the Southern emporium. This great fate requires setting up in advance the
bases on which our trade must revolve around with the other earth’s points.
A group of learned merchants works hard to adjust the law tariffs, which,
in accordance with Your Excellency, frankness, clarity and accuracy must
prevail. It is necessary that with the homeland’s freedom, its trade can
overcome the confused chaos where it was involved. This work that wishes
the perfection pertaining to the Century’s Light and the paternal wishes of
the Government, still requires four to six months of work to be completed.
In the meantime, the concurrence of merchant ships at the Port of Callao
requires an adjustment of provisional fees, the next is published in which
the most liberal principles on the best bases to make the trade prosperous
and avoid confusion of so many and complicated rights have joined, which
made the active men engaged in it to lose time and patience. Given in Lima
