RESUMEN
Breve historia, resumen, identificación, diagnóstico y programa para resolver los problemas
centrales de un sistema de justicia, a partir de ahora y aquí; con una distinta capacitación que
desarrolle en los jueces otro tipo de destrezas y habilidades para poder mantener diálogos intensos
con la comunidad, y producir —en menos de 4 años— los primeros resultados concretos, que
pueden ser comprobados por cualquier ciudadano —salvo oposición o interrupción provocada
por el propio sistema de justicia— sin causar costos adicionales, necesitar nuevas leyes, ni de un
cargo remunerado.

ABSTRACT
In our planet, at least since 4,850 million years ago, there exist living organisms and things that
have no life. life, as we know it in earth and as we are looking for now in other planets or outer
space, is made of oxygen, hydrogen, carbon, and nitrogen, but also of chance and error. All
living organisms from bacteria to human beings, share seven basic characteristics, or functions,
in common: growth, nutrition, excretion, locomotion, reproduction, breathing and response to
outside stimulus. And in the same way that our DNA defines our genetic identity, our response
to external stimulus —our interaction with the environment— is what defines our individual
identity in a community of our species. Humans are one of the living species in the macro fauna.
We evolved from a first vertebrate mammal, a primate that appeared on earth 21 million of year
ago, but evolved, into a differentiated species, only 7 million years ago. Our interaction with
the environment, as all other of our natural functions, begins, and is limited, by the range of
our senses and is governed by our brains. Even though it seems that we see with the eyes, listen
with our ears and so on. In fact we only see or listen through our eyes and ears, respectively, but
can see or listen only in our brains. the physiological process by which we relate and interact
to respond to stimulus from the environment has seven stages, common to all animal in the
macro fauna: perception of the outside stimulus, its identification, cleansing of its sensorial
interferences, its adequate administration to reach a knowledge of it, its external manifestation
to others, and its response in an act, action, conduct or pattern of behavior which, when firmly
established to become almost invisible, is what we call a culture, generally “our culture”. The
figures that appear at the end of this chapter, are of one of the languages invented by humanity,
in order to show us the nature and dimensions of some external sensorial stimulus challenging
us now, but to which we have not yet found an answer, to the thounsands of unnecessary
human deaths caused by them. this essay is —once more— yet another effort trying to help
the understanding of what, when and how to answer what is obvious but still it is not seen or
understood clear enough, in spite of being really obvious, but hard to recognize in ourselves, as
individuals.
